I don't believe him as a romantic partner for Joss, I don' believe him as a WSB agent. It's not that he's bad, it's much worse ... he's boring!!!!
This is not a trash against the actor, he has been given very little to work with. We have only seen variations on the same scenes. He might have worked as a different character, but I see no sense of humor, no interactions with the majority of cast so we never see him in any other roles (brother, friend, etc.)
His character is so isolated from the rest of Port Charles there really is nothing for him to do beyond his scenes with Jack and Joss.
