I think it's Tracy, but Nina would be a nice twist. I just don't think Nina would devastate Willow in that way. Sure, she doesn't want them to move to D.C. but to blackmail the judge so that she would lose? She already won't tell her Drew is her sloppy seconds for fear of losing her. If Nina did this and it was revealed--Willow would turn her back on her for certain.

Heck, it might be Sonny. That could be what his mystery phone call was about. Brick calling him to say it's done!
