Did all of them fire at the guy or only two or three?

Which one(s) do you charge?

How do you prove that the ones you charged are the ones who fired?

Those questions are why charges will be reduced to just above a speeding ticket if they agree to a plea bargain. The most sadistic of them, the ones who probably did the shooting, will ride it out because any punishment is less than the worst they could get.
